Commission of Inquiry Visits Manipur Relief Camps, Hears From Displaced Families

The Commission of Inquiry probing the causes of Manipur’s ethnic violence visited relief camps across four districts between May 29 and 31, meeting Chief Minister Yumnam Khemchand Singh and hearing directly from internally displaced families as part of its fact-finding process.

The three-member panel — chaired by retired Supreme Court judge Justice B.S. Chauhan, with retired IAS officer Himanshu Sekhar Das and retired IPS officer Aloka Prabhakar as members — visited camps housing displaced persons in Bishnupur, Churachandpur, Imphal West, and Imphal East, including the prefabricated relief camp at Torbung in Churachandpur, where members spoke directly with families displaced by the Meitei-Kuki conflict.

Camp residents described displacement, insecurity, loss of livelihoods, and the difficulty of rebuilding their lives, while also raising concerns about rehabilitation, security arrangements, and government support directly with the commission.

The panel, formed in June 2023 and initially chaired by former Gauhati High Court chief justice Ajai Lamba before Justice Chauhan took over, is mandated to examine the causes of the unrest, reconstruct the sequence of events, identify administrative lapses, and recommend measures to prevent recurrence and support long-term peace. The Union Home Ministry has extended its tenure, pushing the deadline for its final report to November 20, 2026.

Officials said the field visit was intended to ground the commission’s eventual findings in first-hand testimony from both hill and valley communities, rather than relying solely on official submissions. Sentinel NE Desk will follow the commission’s work as its report deadline approaches.
